I am wanting to buy some AR lowers and the guy who does my transfers says I can buy as many as I want but if I buy more than 2 in a 30 day period he has to report it to the local sheriff and ATF. Is this correct? I know the federal law for border states says 2 in 5 days, is CA different?

I searched all over but couldn't find any definitive info...

Well Ca is a border state with some pretty retarded laws so I would not doubt it.
