My Idea:
Ruger Mini Tactical (14 or 30)
with 16.1", fluted, threaded barrel,
Synthetic stock that uses inserts like the American Rimfire,
Nitromet QPQ on barrel, receiver and small parts,
Extra-power hammer spring,
Cryogenic stress relief on barrel,
Nickel-Boron on bolt group,
Proper gas bushings,
Polymer recoil buffers.

Any thoughts on this package?
Too bad Ruger doesn't make one this way...

I wish Ruger would bring back the Mini-14 GB, one with the bayonet lug 18in barrel and the older receiver. If you ask me, that would be the way to go.

No offense, but sounds like a slew of unnecessary work. It's a steel gun. Not much point trying to lighten by fluting barrel. Coating bolt? Ready enough to grease. Thepoker stuff? Wouldn't bother. I get the bushings, spring, and threaded barrel though..
All in all, sounds like a project for red jacket!

Too many ban states for threads.
I assume a reference to nitro carburizing. Wouldn't be that expensive to do factory.
Youtube and other sites discovered fit problems with the firing pin in the channel. Fix that and extra power hammer spring not needed.
Cryo should be the last thing done.
An adjustable gas block would obviate bushing changes and polymer buffers.
May as well just contract Tech Sights.
They should also go into locking lever scope mounts like the Warne or Alaska Arms.
A trigger tuneup package as well.
