First, check to see if the extractor hook is fully engaging the rim.
You want the hook making good contact toward the case rim groove, but not to actually touch the bottom of the rim groove.
Check the extractor for malformation or damage.
Next, remove the slide and remove the barrel. Turn the slide upside down.
Insert a LOADED round up under the extractor, turn the slide right way up and shake gently.
The round should be retained by the extractor.
Since steel cases don't expand or contract as well as brass cases, any irregularity in the chamber may cause the brass cases to adhere to the chamber if there's chamber reamer chatter marks or other defects in the chamber.
Check the ejector to insure it's not deformed, too short, bent/chipped/broken.
Last, the gun may just not "like" the light target loads.
These guns are probably set up for full power loads. In that case, you may have to try using a recoil spring a pound lighter just for them.
