Not really, and it comes down to bonding.
The problem is that although the coating may be good to hold to itself, it still comes down to the coating needing to bond to the metal too.
In regards to SS surfaces that parkerizing is not a option, then you Oxide blast to surface cut (not glass bead that will peen) the metal to give the coating a better chance to sticking to it. In none stainless steel metals, then parkerizing is what first is bonded to the penned metal, then the coating will absorb into the parkerizing to bond to its well.
