That is what I would want to know. You can send pics out over the cell network... You just need a router or camera that takes a USB cell dongle. There are routers that will do that.
The whole thing could be solar powered, and run off 12VDC

You'll want something like this:
That's a CBR400 router by Cradlepoint (one of their smallest. It's not even as big as your hand). Get a compatible USB dongle from your cell carrier (most cost $20/month, depending on how much bandwidth you use... cradlepoint has a list of compatible dongles on their website), plug it in, and you now have a wifi hotspot. It also has a hardwired port, so you could run an IP camera directly into it, and send the data out over the cell network.
That one I bought used off Ebay. I ran an IP camera over that exact pictured USB dongle for > 1 year in a remote location (using a slightly different Cradlepoint router... an MBR95).
The only downside (if you use verizon), is that you cannot connect remotely back to that camera through the 4G USB dongle. It will send data to YOU... but it doesn't provide a reachable IP address that you could use to connect back to the camera.
In other words, it will email you, but you couldn't connect to it remotely. The connection only goes one way.
