just about any camera can do that if its hooked up to the internet.
I have an Everfocus 3mp NV camera on my gate and an Axis NV camera on my house sending me SMS messages and recording to the cloud using BlueIris software |

Investigate Pysoft Active Web Cam. This is a software package that turns your PC into a camera server.

My apologies for not mentioning that his house does not have cable/internet access, so the device would need to be stand alone capable, looks like that points towards more of a trail cam than anything else I can find.

Although Pysoft will work alllll alone on a PC. Just needs to be tended to once in awhile. And don't forget, if you have a peer-to-peer network (2 PCs talking to each other), you don't need to go to the physical location of the server PC. |

No worries... the Reconyx is a nice, self-contained solution. It would definitely be easier to set up than the solution I was referencing. The extra bucks buy you a single-source remote camera solution... which is worth something. |

You'll want something like this: 
That's a CBR400 router by Cradlepoint (one of their smallest. It's not even as big as your hand). Get a compatible USB dongle from your cell carrier (most cost $20/month, depending on how much bandwidth you use... cradlepoint has a list of compatible dongles on their website), plug it in, and you now have a wifi hotspot. It also has a hardwired port, so you could run an IP camera directly into it, and send the data out over the cell network. That one I bought used off Ebay. I ran an IP camera over that exact pictured USB dongle for > 1 year in a remote location (using a slightly different Cradlepoint router... an MBR95). The only downside (if you use verizon), is that you cannot connect remotely back to that camera through the 4G USB dongle. It will send data to YOU... but it doesn't provide a reachable IP address that you could use to connect back to the camera. In other words, it will email you, but you couldn't connect to it remotely. The connection only goes one way. |
