We received the new 4473 forms today. Alaska based FFL.

If a resident of my state buys a gun from a private party of another state and has it shipped to us for transfer, is this box supposed to be checked?  What if the gun comes from a private party who had an FFL ship it to us?

Or is it only for those states who do not allow FTF sales... example, Oregon, two state residents must go to FFL to transfer a gun.

The only time that box NEEDS to be checked is if you're running a person-to-person background check for a firearm not yet in your inventory. Explains why no entry if it comes back denied, so you don't have to explain why it wasn't in your book to start with.

Pretty sure this is in the instructions, which you really need to read again when a new form is issued.

ETA: Consult ATF Procedure 2013-1.
