You could go either way with that. It's not an SBS until you add a buttstock directly to this firearm, the host rifle's buttstock does not qualify.

Yes. There's an ATF letter floating around somewhere, I'd try to find it but it's about time for shift change.
Unless you personally have the letter from Tech, attaching an AOW to a rifle, SBR or otherwise, constitutes attaching a stock to an AOW making it a SBS. If you think the risk is worth up to 10 years and/or $250,000.00, don't worry about submitting a letter to Tech.
