It's made by browning, has some cartridge loops, but it doesn't make any sense.

It is a rifle rest.  Wrap the strap around the whole thing and it forms a triangle with the cut outs on top to rest the rifle.

I have no idea what that thing is
on the table, but I have the same
tennis shoes.  I like them!
