If you aren't reloading yet, set yourself up with a nice Dillon press, a good workbench, an automatic powder measure like RCBS, some dies, and the reloading components you can find online now. I had a similar amount of money to spend two years ago, bought a cheaper LEE press, wish I'd gone with Dillon or RCBS, got the good RCBS powder measure though. My handloads are much better than factory, at lower cost. Only downside has been limited availability of powders. Primers have been up and down, but seem to be back in stock now, and when you can buy a 1000 primers for $35, you can keep your reloading going as long as you have powder.
Personally, I wouldn't go the SCAR route. I think they will drop in price, much like the SIG rifles, MSARs, etc did. I might be wrong, but I don't think demand will support the current pricing, unless another ban comes along.
