On the bottom rear of the pack there's a pad that would contact the small of your back when worn.

Flip that down. Behind everything are two channels that run vertically along the pack, closed by two lengths of 1" webbing.
This is where the two aluminum stays belong.
Wrap the 1" webbing around the bottoms of the two stays. These will be placed into the corresponding slots in the waist belt.

Easier to see when the packs sitting in front of you

Typically, the bars curve toward your lower back. However, you can (and should) re-bend them to the shape of your back.
