Where does he place priority?

Lightest weight possible?

I would give BulletProofMe a serious look. I know, over in Korea, some of our issue plates and carriers were from them. Mine personally were from them, plates and vest. A bunch of us had gear from multiple manufacturers. I guess just what ever flavor contract of the month the dod went with.

They seem reasonably priced. Should be good to go. I can't personally vouch for them outside of what I was issued. Though, while it was standard issue gear, it did hold up well with no complaints.

Pick up some lvl 3 SAPIs, they are light weight and can be found rather cheap.

+1 for BulletProofMe.
Great customer service and they know their stuff.
I purchased an Interceptor Vest from them and put in Level III+ ICW plates.
The vest itself is pretty heavy though, even with Aramid.

Unless you want to drop 900 USD per plate, standalone Level IVs will make the vest too heavy.
I tried it with HighCom 4SAS-7 and just was not worth it.
