When it comes to the above "military grade" ammo, the only difference is that it's stamped WMA with a two digit date code (mine is 14) instead of the usual WINCHESTER 45 AUTO. It has no primer or case mouth seal.

If the primer is sealed, then it's a clear lacquer and near impossible to detect. I checked my ammo under magnification and didn't notice anything.

It was colored for easy verification.
Has the mil standard been changed?

The government armories are run by contractors.
They could be running off extra for commercial sale.
Starting and stopping a whole line is a PITA.
Better to just keep it running.
