Israel makes a 115gr NATO load, Italy and Turkey a 123gr loading, I believe there is a U.S. Loading in 116gr.

This is certainly an anomaly that hasn't quite been figured out.

I've been collecting the 9x19mm cartridge for over 30 years now. I have two friends that have been collecting the same caliber for over 50 years (one is a retired USAF General who has even been consulted on designing a specific 9mm load for the USAF). They have some very rare, experimental and a few one-of-a-kind rounds and they have never come across any U.S. manufactured 9mm rounds using any FMJ bullet lighter than 124grs that was designated as M882 NATO service ammo. No single rounds, not even a military box.

Of course there has been other 9mm loads made for the government including a heavy 158FMJ-FP (for the USAF), 90gr Frangible training ammo and the Win 147JHP OSM Type-L load (for the SEALs), but these loads are not NATO STANAG 4090 approved loads for combat applications.

The major reason we've not seen any actual light weight (112-115gr) NATO rounds is because the load has to properly function both NATO approved pistols AND subguns.
