I've noticed 23" .308 win VEPRs hitting gunbroker and distributors.

They have always been around. I bought mine 6 years ago.

To be honest, if I was looking for a veper in an American round I would be looking at the 30-06 over the 308. Unless you have a particular reason to choose it over the 06.
The 06 can do everything the 08 can and more and use heaver bullets.

I personally chose the 54r only because I intend to make a short (20.5")  svd style rifle.

I'm on gunbroker all the time...and I've never noticed the 23" versions being available. Maybe fewer of the longer barreled VEPRs in this caliber are being brought in. Similar to the 27" 7.62x54r VEPRs?

I've got a 30-06 VEPR. I reload for the .308 already so this would be a much cheaper, and more accurate, alternative for me.

Can't comment on the numbers brought in since I don't know, but Legion USA and others have had a steady supply of 23" .308s over the years.  I already had a 20" .308 Vepr back then, so I added a 23" to the stable.

I have a 20 inch Vepr .308 and would like to get one of the 01V versions.  What does 23" do over 20" in barrel length?

It gives you about 2.5 more inches of barrel. That gives slightly increased velocity. Maybe 25 to 50 fps more. It also increases your sight radius by about 2.5 inches it make it little more accurate or so they say.

I went with a 23" because I wanted another .308 Vepr for a DMR-type rifle and already had a 20".  Sight radius is a moot point for me since I use optics on both rifles.

Don't forget the added weight.  I bought one for a SVD clone.  
Already had a V2 integrated sight 20" barrel, 23" is a pig compared to it, couldn't imagine 27"
