I'm attempting to refinish the raw wood that came on my recent O PAP. I have removed the gas tube and the upper hand guard. The issue is the lever that holds the lower hand guard on will not budge.

I have hit it with some break free and let it set in, still no movement. I don't want to mare the finish on the lever but I am out of options here. Any tips, tricks that I have yet to think of?

Are you turning the level the correct way?  Yugo HGRs are opposite from other countries

Lever pointed toward the chamber = unlocked
Lever pointed toward the muzzle = locked

I was not aware of this being in reverse. Currently the lever is facing the the chamber.

I'll check it out again when I get home as the retainer would not move.

I pried mine up with a small flat head screwdriver.  It took a little force but it moved.  I wasn't really worried about the finish as it is never going to be seen by anyone when closed.  In any case it was fine after moving it.

What are your plans for the wood?  Mine is pretty rough finish wise and I have never done any stock refinishing before.
