I can buy a bunch of Vulcan receivers if I want. If I recall they are junk. But why are they junk? Poor dimensions or heat treat? Can they be okay if it looks good?

All of the above.

Vulcan/Hesse/blackthorn are the embodiment of "you get what you pay for," negligence, and dishonesty; and even though their stuff is wildly out of spec, breaks, and catastrophically fails causing serious injury, to an extent that a simple Google search would tell you anything and everything you wanted to know about their products and reputation, somehow they still get people like you actually considering buying their junk.

Friends don't let friends buy that shit. Buyer beware.

I was going to build a Romy G on an old Vulcan that I've had for years but decided to just wait and go with a Childers instead. Gonna use the Vulcan for a paper weight I think.

Some of the Hesse/Vulcan/Blackthorne stuff has been usable - not great, but usable.  Except for some magwell dimension issues, I had a Century/Hesse FAL that ran just fine as a post-sample machinegun for the past 15 years.  Not sure how their AK receivers are.

It'd have to be pretty damn cheap for me to take a chance on them, though...

I purchased a Polish AK built on a Vulcan / Hesse receiver basically for a parts set and re-build on a NDS receiver. The receiver has pretty crappy dimensional  features and  hit and miss heat treating.
If you plan on building on one you really need to look at everything and assume nothing. FAR better receivers available for not much money.

As receiver ( It never worked)
Crappy receiver and build.

It "looks" normal but that is it~

A clue on other problems~

30 minutes later and all the parts are off the junk receiver~

How I fixed it~

That looks like a flat.
Look at the trigger pin hole.

i bought one..a "hesse " yrs ago when another receiver maker who i am not allowed to name sold a bunch.. a WHOLE bunch of recievers that were "crooked".. they were not folded square.. i found this out as i punched rivets... i had a hesse heat treated aftter all fcg holes were checked and trunnion holes drilled and the rails were redone by red jacket.. yes red jacket .. we talked on phone for along time  guy was amazing in his knowledge and "wecsog"suggestions.. anyway.. gun has over 9000 rnds thru it.. i had to have receiver welded after about 3000 rnds  the receiver had a hairline crack starting thru trigger pin hole.. isent it back to redjacket.. he fixed it re heat treated it  and sent it back to me no charge... so it started as a hesse  but in thre end it wassomething else i guess.. now it has hesse markings removed  "sbr" and my custom markings on it /.. but its a hesse and always will be of lesser value than a gun built on another receiver

Don't know about rec. marked Vulcan but I built several AK's over some years using the Hesse receivers.
They were OK. Heat treat seemed good (as opposed to the ITM rec. that Ohio Ord. sold). Trigger/hammer holes were OK.
Channels were square and evenly bent.
