Get a slotted Sheridan gauge and it will show you exactly where your reloads are put of spec. Most common places would be a bulge at the base of the case or the shoulder not bumped back far enough.

Did you check the thickness of your brass?
Certain types are too thick if it is conversion brass. |

Yep, could be that brass is the wrong brass ending up with the neck walls too thick, the brass not sized correctly, or even the bullet set too far out and inbreeding into the rifling as loading if the problem is the first charge out of the mag.
If a rifle self loading problem (second round), then could be the above, and even a power/charge amount being used as well. |

I have the case gauge and all the cases fit, I don't have the slotted Sheridan gauge. I also reloaded the factory rounds and get the same results.

To add to my above list, could be that you are over crimping the bullets, causing the shoulder to slightly bulge, and the case no longer fully sized as well.
