B/C should have been CLP lubed inside and out before it was put back in the rifle (then the action cycled a few times to migrate the CLP from the B/C to the upper surfaces), as well as the buffer and spring CLP lubed before they where installed in the tube, and guessing the part you missed was a light coat of CLP on the charging handle surfaces before it was installed in the upper before before the B/C was installed to begin with.

Also to note, with the exception of the rifle bore itself, the entire rest of the rifle is both cleaned and lubed with CLP, including scrubbing the chamber with a chamber brush and CLP. Hence CLP also has a great cleaning agent in it. As for the rifle bore, CLP does not clean copper fouling quickly, so something like Sweets copper solvent (which removes copper fast without a lot of needed scrubbing) is first used to clean the copper out of the bore before the other parts are cleaned, like scrubbing the chamber afterwards
