What are the best cheap options out there right now?  Id probably replace handguard so that don't matter. Will put scope on as well.

Looking for options for .223/5.56 and .308 as well.

Anyone know good deals right now?

How cheap are we talking here?  I recently pieced an upper and lower for my brother using a AndroCorp 5.56 16" upper. I recall it was right about $360 include the BCG, it did come with a rail but it was pretty heavy.
