I found a place selling BLEM 80% lowers for $15. shipping is $10.  From their web page
"These are blemmed 80% lowers. They should have been top notch forged
lowers but they fell short because the machine shop failed to inspect a
single part. The notch for the upper receiver pivot pin boss was cut off
center by .030 and the take down detent hole was also machined off
center. These are fairly minor issues for people who dont mind having a
lower receiver that is not to spec. These can make fully functional
lowers. At $15 its a good investment just to practice on them so you
don't ruin a quality lower. Despite one of the pictures, the mag wells
are broached. The operations left to be completed are: fire control
group Pocket, trigger pin, hammer pin, trigger slot and the safety
selector hole. This is a not an FFL item. This is not a complete
receiver and still requires machining to be done."
I ordered several over the last few months and thought I would share the information
First pictures of the lowers Blems and all

It appears that most of the cosmetic issues are associated with milling off the lower portion of the selector stops.

A little work with sandpaper and 3M pads fixes the problem

I finished one and am currently building a pistol in 7.62X39 or 9mm.  I decided to give VHT paint a try and see how it holds up

Here is the  seller. Based on my experience, the guy is fast and responsive to orders.

Link is not hot because I don't want my danglies slapped by the mods for listing something other than site sponsor stuff.
If I had more money, I would buy more and put them away.

I'm not completely understanding whats wrong with them.

The pivot and take down pins don't line up?
5/27/2016 7:03:37 PM EDT
[#2]
As I understand it, the holes for the detent springs and pins were drilled slightly off center from where he thought they should be.. Not enough to affect the functioning of the pivot pins.  I have 11 of the blem lowers on hand, and checked them for this very issue.  Most of the lowers I received had more cosmetic issues associated with the milling off of the lower portion of the selector stops than anything else.

As shown in the photos, I built up one of the lowers and stuck a 7.5" 223 upper on it and ran 100 rounds through it before I painted it. No problems with the lower.

I believe the guy is very particular about what he considers a properly machined lower,  which is a good thing in a guy running a machine shop.

From the sounds of the description the front pivot pin is off as is the detent Spring/detent channel by a little bit. Not a bad deal to be honest, but unless you order a bunch it's not as good.

Yes sir, it's pretty heart breaking  Especially when they spent extra on a cerakoted 80.  As long as they're nice we usually hook them up. I do have half a heart.

Your number is not going to get jacked, there is a whole bunch of things that can cause this error, most are simply errors in definition and not because someone is trying to rip you off.

What exactly is wrong with these?

What is:

"notch for the upper receiver pivot pin boss"   ?
5/27/2016 10:56:58 PM EDT
[#16]
The notch for the front pivot pin boss is not cut straight up and down it has a very slight angle

I have done worse when completing some practice 0% lowers.  Also, the hole for the detent spring and pin are not centered in the raised boss.  Another minor issue that doesn't affect functioning of the lower.  When the front pivot is in place you really can't tell.  That is why they are $15 blems instead of the $50 plus lowers being sold elsewhere.

I just ordered 3 despite the expired security certificate for the website.

I used a credit card I keep just for potentially hacked sites, so if anything goes south with the order it shuts down.

At $15 each with $10 total shipping, it's worth the gamble.

Thanks for the heads up on this one.

Thanks for the shout out.
I was going to take all of these blems to the scrap yard but I thought they would be good for practice. That's why I am selling them for $15. These are what they are. People are making them work but my intention is using them for practice so you don't ruin a good lower. I am boxing up the orders placed by AR15.com members right now so you will have them pretty quick. I am going to be tied up next week so orders placed after 12:00 California time will ship on Monday the 6th. Also, if you are worried about placing the order online because of the SSL cert feel free to call me. The number is on the about us page. I am in the process of getting the SSL fixed but my website guy works cheap so I cant really complain too much. Thanks and enjoy the blems.

Because the website guy posted them all on the same day. They were submitted at different times as I bought them (which was three at a time), and I guess their website guy only works on it once in a while.  I have no idea, it's the same reason that there are so many of the reviews, I would post and not see it so I would do another.  Not trying to pull anything.  If you are concerned then purchase one somewhere else.  I am not shilling the product, just letting the members here know about what I consider to be a good deal.  The owner didn't ask me to post anything here, and I didn't receive any benefit from posting here either.

No worries, then.  Consistent w/ small business practices, as is the expired website certificate.  These sound like good practice - but since most jigs use the front takedown pin as an orientation point, won't that be problematic for someone w/ just a drill press & a jig?

You guys do realize, that even with an expired certificate, that the website is still secure, right?  The encryption is still in place for secure orders, but the certificate is not recognized any longer because the company has not paid the ransom to update it, but your information is still secure.  Your information is still secure and encrypted.  We own a web company and have for over 20 years now and they continue to encrypt the information even after the cert has expired.

The pivot pin holes are not off. It is the detent spring and pin hole.  I used an old jig I got a few years back, and set up a drill press with an xy vise, and completed the lower shown.  I modified the drill so I could lock down the z axis (rather than hold it down by hand) and didn't have any problems with finishing the lower.  I started building 0% lowers back in 2012 with my mill, so an 80% lower is fairly easy to me. YMMV.

By the time you've paid a machinist who has a manufacturing FFL to finish one of these, you might as well gone down to your local gun shop & just bought a serialized 100% lower.  B/c that's what you're asking for.  You can buy a cheap drill press @ Harbor Freight for under $100.

Does anyone know where I could get one of these finished as I am not a machinist or even have the tools if I was?

Fairly easy to complete using a jig and router. I use a jig from TRR-Enabling and a Harbor freight mini mill.

Check this thread out.

That is true. I am a former 11B too.

The jig I posted the link to is very user friendly for beginners. They sell everything you need and the router can be bought at Lowes or Home Depot.

Great price and thanks for the heads up! I cant really tell from the pictures in the op, but is the rear lug area already cut? It kind of looks like it isn't, which isn't a deal break at these prices.

Some of the smartest guys I knew in the military were former 11B's.  You want to meet a special kind of stupid hang out with military intel students sometime.
