Those are plastic cored gallery projectiles from Belgian.  Same density as a 5 gallon bucket.
The little plastic "fingers" are suppose to splay(?) out from the rifles twist and help slow down the bullet.
There was 4 fingers, 2 were cut away on each projectile.  The black tip version would have had less distance than the green tip.
