I have a 20" barreled upper:
FK forge code (Raised letters) upper receiver
Has rebated front lug,
I have never seen an A2 upper with a rebated lug. is this unusual?
No ramp cuts
No M or M4 stamped on front.
Barrel is marked: FNMI MP 5.56 NATO 1/7
I have had it for a while. I just don't remember how long.
Is it military or commercial?

IIRC, Air Force requirement to upgrade early M16s to A2s.

Rebated lugs are not necesarily early.  Rebated lugs pop up intermittently on Colt upper receivers well past the 1990s (including commercial and excess surplus).  

I would speculate that the same may hold true for FN offerings.
