My goal is to end up with two 10.3" barrels.
I have a bunch of virgin "non-F" 0.625" front sight bases and it seems
the only barrels I've been able to find are Daniel Defense 0.750" bbls.
Assuming that these are indeed the barrels I will end up buying, should
I, A: have the bbls turned down or B: ream the FSB to fit?

I would turn the barrels to .625, that will give it an accurate appearance. I think John Thomas can help you with that.
