Wanting to build a pistol 11.5". I guess I have to buy a stripped virgin lower, engrave it with "pistol", then assemble the kit to lower with pistol buffer or SIG brace?

Doesn't have to be engraved pistol. Just need to buy a stripped lower it should be filled out on 4473 as other.

Doesn't have to be engraved pistol. Just need to buy a stripped lower it should be filled out on 4473 as other.


Yep -- except for those required for NFA items, nothing you engrave on a firearm has any legal significance, federally or in any state.

So, tell them to consider it a pistol lower, and they wrote it down as "other"?

All receivers are to be transferred as "other firearm" on 4473 in block 18, new or used. However, what an FFL correctly or incorrectly marks on a 4473 does not determine the legal classification of  a firearm, nor the legality of any given future configuration of it.
