You might wait and see what Palmetto has to offer in the way of uppers or barrels. They just released the stripped receivers a week or so ago and will likely be the cheapest on parts. But it's very hard, if not impossible to build one for less $$ than the under 1k complete rifles.

With an 80% lower from cbarms, and an DPMS lightweight upper, CMMG lightweight barrel, miscellaneous parts I came in under 800$ for my build. BCG is radical firearms and was 149$ from primary arms. Total weight for a 18" came in at 7 pounds 3 ounces.
