Can someone tell me why pistol ar lowers(complete) are so expensive?

I think it's relative. AR "pistol" complete lowers SHOULD cost less (it's minus a stock), but they usually fancy them up with high end receiver extensions instead of using a lower cost one (such as RF, Anderson, etc). Carbine RE's and mil spec M4 style stocks are so common and cheap these days, that's its actually cheaper than a higher end PISTOL receiver extension.
The "less for more" is due to that difference (branding) of RE's.

I agree, your best bet is to buy a stripped lower. Just make sure you tell them you want to transfer it as a pistol. I got a decent deal from aim surplus on a spikes tactical blem lower about a year ago for around $80 shipped. The only thing I could find wrong with it was you could see a tiny bit of metal on the threads where the buffer tube would screw in. Palmetto is where I keep my eye out for parts. If you have patients you can snag really awesome deals. I built my 10.5 in pistol with a sig sb15 for around $600. Nothing fancy but all quality top self parts.

You save a lot of money building your own lower. For the upper, you really don't save that much building it so don't feel bad buying a complete upper. Pistols can be finicky but by buying a complete upper from a reputable manufacturer you know it will work.

The only thing I need is a charging handle. Been using one from another build. Any suggestions? Or does anyone have a extra they want to get rid of? A regular one would be fine. Oh and I need a optic if anyone has one for sale.

You don't tell the FFL what to transfer the lower as.  They are transferred as "other" no matter what, even if they have a stock attached!
