A soldier is number 2 on the list in the state for promotion to E-6, he is not an AGR soldier. He up until now has met all requirements (WLC). This article comes out:

http://www.armytimes.com/story/military/careers/army/enlisted/2014/12/23/7740-sergeants-could-be-cut-from-promotion-list-ssd2-promotion-requirement/20804823/

Which states, " The new promotion requirement will apply to selection boards that meet in January to recommend sergeants of the Regular Army and the Army Reserve component of the Active Guard and Reserve for integration onto the E-6 lists that will apply to staff sergeant promotions in February and beyond..During the transition to the new system, promotable sergeants — those soldiers who already have been integrated onto the E-6 list — must have credit for the common core phase of the Advanced Leader Course, or Structured Self-Development-2, no later than Jan. 8 to retain their promotable status.."

This soldier was a dumbass and let his CAC expire presuming he would be promoted soon and would need a new ID anyway. He found out about this article a few days ago and there is no way he can get a new CAC and complete the SSD-2 by the 8th as he has AT in 2 days.

No one in the guard can give him a straight answer, since he is a regular drilling soldier will he or will he not be taken off the list on the 8th?

He has to report SOMEWHERE for AT.  A unit PAC should have access to the system to get him a CAC card.

Depends on where AT is for him. It is likely he will be someplace with a DEERs office? And depending on where he is at, SSD2 should be doable as well.

And AGR promotions are separate from TPU promotions. He should be good to go. But he's still a dumbass for letting his CAC lapse.

He isn't much of a NCO if he can't even maintain his ID which happens to be a part of the uniform.

Maybe he isn't ready to be promoted.

This isn't as easy as it sounds, in the reserve component. You can't just jump over to the ID shop and get a new one made.

Sometimes the ID facilities are literally hours away from where a soldier lives.

So then you get your happy ass over to the ID card facility. Make it happen and quit making excuses; be an NCO and get it done.

Too late for the OP, but for future reference, any RAPIDS site can make a military ID card. It doesn't matter which service "owns" it. I needed a new card a few years ago, and our National Guard facility only took appointments at times that weren't convenient. I was able to walk-in at a Navy Reserve center and had a new card within 15 minutes.

This as well will work...if it has access to DEERS, i.e. dependent ID cards updated or renewed, he can get his card renewed....regardless.  USCG, USN, USAF OR USAFR, ARNG or USAR...it don't matter.
