If, hypothetically, someone made an inert practice rifle grenade out of some tubing, model rocket fins and a rubber cap, and launched it off the muzzle of their AR, would that violate any federal firearms laws or BATFE regulations?

AFAIK, as long as there isn't more than 1/4 oz of explosive in the grenade you're gtg.

You can buy inert rifle grenades for SKSs, Garands, etc.
