Do they target men to go out and buy their SO some bras and panties because they use some hot models?
Or do women see the commercial and say: "I have to have that!" or "If I wear that bra, I'll look like that model!" 
I'm so conflicted when I see an ad... Help me GD. I need to know how to feel when a see a scantily clad woman, even if she is plus size!

I think the OP has mistakenly assumed that because he is aroused by Victoria's Secret commercials they are directed at him.
In fact, they are directed at women who want to feel sexy and please their men. I have only rarely bought from VS but had many a selfie sent to me from the dressing room with requests for my opinion on which items to buy. |

So I did some research and this is part of the marketing approach for Victoria's Secret:

Would never occur to me to buy bras for my wife. About a 99% chance she wouldn't like them, because she hates bras and has a hard time finding any that don't suck.

Heather Stewart-Whyte was always my favorite. Not sure if back then they were even called "angels." Turns out her brother was some kind of terrorist and she faked her own kidnapping and all kinds of weird shit. I guess she's nutters.

The women I've known in my life shop for bras that are comfortable both keeping the puppies supported and not constricting the ribcage. Proper fit is the key, and it seems to be a huge problem to find bras that fit right.
And damn, those things are expensive. Sexiness is secondary for every day wear. Recreational bras are a different thing and those can get pretty sporty
