Uh - it wouldn't be b/c we're bringing in ROPers disproportionately b/c disproportionately they're the ones doing us the solids?  Sorta like how during the Cold War we'd resettle former Communists that did us a solid, and immediately after the 2nd WW, we'd resettle former Nazis who did us a solid?  So now - we're resettling Iraqis & Afghans who've done us a solid?  The CIA's not really bringing in a lot of Australians @ this point, are they?
