Down 300,000 to 5.6million attendance is about a 5% drop...which is noticeable, but it wasn't like everyone stayed home due to fear. The weather was also "damp and dreary" during the festival where Bavaria usually has average highs of 67* in mid September it was rainy and 60. I'm not saying that the refugee deal didn't affect it, but it's easy to draw connections to fit a narrative.
