Slap a 30% tax on third party wire transfers(Western Union) outside of the U.S., and dedicate the Billions to the wall.
BAM! Mexico pays for the wall, Legal and permitted residents will be forced to cash their checks at a bank, so they can't hide income as easily. Imagine the insurance payout when one cuts his leg open or falls. I believe the idea America needs slave-type labor is a myth, as a true American follows laws.
