We have a guy from Italy in the Mk12 thread with a Colt M16A1 lower. They can get the lower but have to remove the third pin, auto sear, and install semi FCG's. If you look at the OP's pic, that's the same thing going on here. The third pin is removed. I'm going with legit, considering I've seen it before, and it was confirmed legit.

An "M16A1" marked lower doesn't mean much outside of the US. In France and Italy you can own full auto weapons that are converted to semi auto. At least, for the time being. I suppose that will change there soon. Can't tell if the OP has a full auto trigger group in there or not. I know you can get rifles. I learned of this when reading about a Russia who went postal at work with his AK-74.
