I doubt one exists but I'm looking for a shotgun shell box carrier for my brother.
Only in an uber tactical tier one configuration. Think one of these only in tier one fabric with MOLLE and enough velcro for a sweet morale patch:

5.11 makes a pouch that you stick a full box into and it has a elastic flap on top for pulling out shells. I have one that I keep with my backup HD shotgun.

Try a Blackhawk M-60 100 round ammo pouch. Molle on the back, has an elastic top that snaps on or off, has a slit in the top so you can reach in and pull loose shells out. The lid Velcro's out of the way if you choose to have quick access.
