City taxpayers will have to shell out $450,000 to compensate a Rikers inmate for being “hogtied” with shackles and then savagely beaten by a correction captain and five officers in April 2012. Robert Hinton, 28, won the six-figure settlement deal this week, The Post has learned. He suffered a broken nose and fractures to his vertebrae in the beatdown when he was in solitary confinement in a cellblock for prisoners with mental illness. Hinton was being transferred to a different area of the jail when he refused to move. The captain and five correction officers started beating him, saying, “You don’t get what you want, you get what you deserve, which is an ass-whipping,” according to Hinton’s Manhattan federal-court lawsuit, court papers reveal. The judge recommended that the guards be fired, an unusual step that the Department of Correction carried out in January. “Unfortunately, what happened to Robert happens every day on Rikers Island. Robert’s the lucky one who got his day in court,” said his lawyer, Nicole Bellina. Administrative Law Judge Tynia Richard wrote in her decision that the violence was unnecessary and that the assailants engaged in a conspiracy to cover up the beating afterward. A city Law Department spokesman said the settlement “was in the city’s best interest.” |

I live in a county upstate with two state prisons a max and a supermax. It's not hard to find an inebriated guard will to tell tales. Not sure if they're all true but if even half of them are...

I worked with some cops who were C.O.s in Boston before coming to NYC. A few of them almost went to prison themselves for some beatings that were handed out. |
