There will always be people attracted to law enforcement, for good and bad reasons.  As less and less low skill jobs are available due to automation,  LEO and other government jobs will become even more desirable.   If the pool of applicants ever gets so low we can't find enough to fill it,  they will lower the requirements, just like the military.

Fuck That.... I moved OUT of the area i worked in once I had my Daughter..Been there Done That, seen kids of co-workers get jumped because they locked up some wannabe Gangbangers Brother, Father, or Mother.  I was out with the Wife and Daughter and ran across a group of shitheads who i knew "Professionally"...they didnt bother me, but they were eyeing the wife and munchkin..within 2 months I'd found a place in a different County and GTFO.   Then again there is an (albeit small) group here, who from their comments doesnt have an Issue with going after a Cop's Family.

That, the health benefits, and paid vacation are the only reasons why people I know have taken a LE job recently.
ETA: Job security too in areas with unions.

You only had to live in the city if you wanted the extra residency points on the hiring exam. Not really needed with how ridiculously easy the exam is.

That might work anywhere but inner cities
There are also downsides to having officers living in the same community they police and subject to small town politics that an outsider can resist

Not to mention the pay.   Cops around here can make 50k,  starting.   That's  good money for only a high school education and a little bit of training.   Not to mention getting to spend most of your day sitting on your ass in a heated/air conditioned cruiser doing nothing in particular.

I bounced at a local go-go bar, most nights all alone, it sucks not having back up

I combated this by always having a strong tie to reg patrons , it saved my ass/life on more than  one occasion
