I don't think NO is a good test case on what country wide confiscation would look like. NO is roughly 350 square miles and had a population around 500,000 at the time when Katrina hit, plus how many people had already left due to evacuations prior to the confiscation, so probably less than 300,000 still there if that. If they tried the same thing country wide, they would be covering an area over 3.8 million square miles and a population over 400 million. In certain states such as mine, where private sales do not requires a BC, they would need to search every house in the state. Even then you would have to consider how many local cops, sheriffs, etc would enforce federal a law of such matter. I am not sure all states would allow their law enforcement to follow such a federal law. There are roughly two orders of magnitude more average, law abiding citizens with guns than all of the LEO throughout the US combined. The .mil would NOT obey an order to disarm Americans and those that were to try would be met by those who oppose them within their own ranks. Suffice to say, while martial law may happen in the event of widespread violence or massive deadly plague, the notion that there will be house-to-house confiscations of guns just will not happen. Not now, not ever.
