The biggest improvement the Army can make to that group is bring back the higher Specialist ranks. I've seen a lot of guys that were whiz-bang techs but had no business being an NCO.

My uncle was given this choice during Vietnam.  

I know a kid from my high school who has a felony DUI, he was able to join the Army shortly after the US went into Iraq for a second time.

One of my basic training buddies was in the marine corps DEP program, got arrested for some vandalism/property destruction and got kicked out of the DEP, judge told him he had to enlist in another branch or face some other penalty, he ended up in 3/75.

I don't have a huge problem with what the article addresses.  We need the best in the army - there are situations where the best for a particular job, might not be suited for all positions - such as a 45 year old fat computer specialist might be the best to counter cyber terrorism (and would never be stationed outside the US), but be entirely unqualified for combat.



To some degree I thought we handled this with civilian contractors already.

Yeah, but it is cheaper to pay an E2 $20808 a year base pay than it is to give the near six figure contracts.

Hell, I would've been happy to see several support positions I relied on both overseas and in garrison farmed out to contractors.  Might have actually gotten things done, then.

I usually got along better with the contractors than the DA .civs.  If a contractor sucks at his job its not too hard to fire him, his job is all about customer satisfaction.  If a DA .civ sucks at his job you really can't do much about it; in fact I usually didn't say anything to avoid them intentionally trying to screw with my stuff.

A good number with charges ranging from possession w/ intent to distribute, a number of weapons charges, exploitation of minors, numerous DUI/DWI w/ no DL and any number of assault charges.  These aren't the norm but they certainly happen quite frequently.
