Jesse Hagopian, a history teacher at Garfield High School, spoke during an MLK rally in Seattle and says he was on the phone while leaving the January 19th event. From what I watched it did not appear to be justified.
What I did not see is the events that may have possibly lead up to the spraying. So truthfully I really don't know. |

I would be interested in hearing the officer's explanation for why she sprayed everyone. I'd also like to see a longer video of the incident.

Does the fact being that she's small and female change departmental policy for use of force?
From what I understand on the civilian side in many states those two factors can significantly change things.

I remember reading about a study done in Australia. Pepper spray and other non lethal means were intended to decrease the number of incidents where law enforcement officers shot people from the 200 or so annual average. Since the introduction the number of shootings has remained roughly constant. The number or times non lethal alternatives have been employed increased to something ridiculous, like 20,000 annually.
