I'm not just talking about blacks and hispanics. There's plenty of white folks in the FSA, my cousin being one them. She had 2 or 3 abortions, but now has 2 kids that she can't afford. And my mother and her parents are constantly throwing money at her to keep those kids fed and dressed.
