Because desk jockeys take Basic Training and are required to qualify with a rifle just like everybody else, and his basic MOS is that of Rifleman regardless of what his regular job is. Remember when Capt. Miller asked Upham if he'd fired a rifle in Basic? That was to remind him that he's a Soldier above all else. In theory anyway.

I can't think of anyone specific off the top of my head, but I would have preferred a less well known actor for that role in the film.  I'm really not a TH fan to begin with, and my personal feelings are that Hanks just was not a good fit for that role.  It doesn't help that whenever I think of that guy all I can think of is "Joe vs the Volcano".

Keymaster/gatekeeper is a very different movie...

Mazes & Monsters was Tom Hanks wanting to jump off the World Trade Center.  Apparently it was easy to get on the roof back in the early 80s.

Skip to 1:31 or so and you'll see it's really easy to get past security back in those days.  And that Tom Hanks can fly because he has spells.
ETA: 1:07 is the cop talking about how Mazes & Monsters makes people kill.  "Mazes and Monsters is a far out game.  Swords, poison, spells, battles, maiming, killing."
