I voted "no", but that was because I forgot about Kaliningrad until I started reading the thread and saw it mentioned right away.
I think another issue with people (esp. in the US) remembering to consider maritime boundaries is that they may not be accustomed to seeing them drawn on maps. Growing up, I don't recall ever seeing maritime boundaries drawn on maps, even in world geography classes during primary and secondary education. If you are used only only seeing political boundaries drawn on land, then it is easy to forget about maritime borders when thinking about these things. |

As Kaliningrad is an exclave of the Russian Federation, almost all visitors require a Russian visa to enter. If you plan to travel overland between Kaliningrad and other parts of Russia, you will need at least a double-entry visa in order to exit and re-enter Russia. Travelling by air on domestic flights between Kaliningrad and Moscow or St. Petersburg can be done if you hold a single-entry visa. If you were Abkhazian, Ossentian or Crimean recently, the Russian would mail you a passport, even if you weren't Russian. The Russians have been desperately trying to make Kaliningrad into something other than a chop shop for cars stolen from Western Europe. There are all sorts of tax abatements and other inducements, because the Russians are smart enough to know that making Kalinigrad into something more than an Iskander base is the best way to keep it. |
