One little chink in that armor is the current push from both the Canadian & US transportation agencies to further regulate tanker safety requirements after the rail tanker explosion in Quebec. https://sg.finance.yahoo.com/news/canada-phase-old-rail-tank-150805800.html The value of Buffet's tankers are going to decrease as more of them cross the boarder to the south from Canada. When the natural gas line came through, the only non union workers were the guys building the fences around the site after it was done. Backhoe operators were making $100 an hour! These guys worked half the year, hunted and fished the other half, most lived in 5th wheel trailers.
What a dumb bunch of fucks! The oil will be processed, the question is who gets to do it. Apparently the fuckheads rather it was shipped to China where they will process it the dirtiest, cheapest way possible. |

The States need to step up and reclaim their rightful voice in this Union of ours, or divorce from the union and go there own way. Courts, Congress and Presidents aren't going to do it, so the PEOPLE of the several STATES need to start doing it! |

The POTUS should not have the authority to deny such a thing.

One of the federal agencies involved in the Environmental Impact Statement (EIS) process should be the lead agency for this project. All other federal and state agencies, state and local governments, the public, involved businesses, etc... would be participants in the EIS process. Once the report has gone through all of the reviews and public comment periods, etc... and was completed, the lead agency would issue a decision, published as the Record of Decision (ROD). POTUS should not be the decision-maker here. IMHO edit - did a little digging. State Department is the agency tasked with this as per EO 13337. An excerpt... (i) The Secretary of State shall issue or deny the permit in accordance with the proposed determination unless, within 15 days after notification pursuant to paragraphs (g) or (h) of this section, an official required to be consulted under paragraph (b)(ii) of this section shall notify the Secretary of State that he or she disagrees with the Secretary's proposed determination and requests the Secretary to refer the application to the President. In the event of such a request, the Secretary of State shall consult with any such requesting official and, if necessary, shall refer the application, together with statements of the views of any official involved, to the President for consideration and a final decision. So evidently, all it takes under the EO is for one of the other agency heads to disagree with the decision and request it go to POTUS. Still don't think the POTUS should be involved.
