Eta: the numbers you quoted above are for registered dogs. Many of the fatal attacks are by unregistered dogs or mixes. It has been discussed at length, but the kind of people that are typically drawn to pit bull type dogs are not the people that are interested in the betterment of the breed. Registration, what is that? Craig's List is filled with ads for animals produced by Billy Bob because he happened to have a male and female.
