That shows lateral movement. Maybe newly laid track that has gotten worse?

What else would explain the depressions to the side of the conrete ties?
The machine that picks up the tie and pack the aggregate under them.

That's a new, or freshly re-laid section of track. They haven't run the machines over it yet to align it and set it all up.
Look at all the ballast on top of the ties.

yeah, it looks like the ones in your pic were just laid. I really wasn't sure if you were serious or not. I've always lived near tracks and I know not everyone does.

Telephoto compression of course exaggerates the appearance...
This is the same place as the other pic op posted. Just a different vantage point and time. This is more believable but I'm still not sure someone wasn't screwing around on photoshop. 1st pic is a fake. You can even see that its the same train on the left. But its the same place in both photos.
