There are quite a few on there that don't build guns. They may have made some lowers, or had their info stamped on some lowers, but they don't sell them on a normal bases.

I took a tour of their factory a couple weeks ago on was told and saw the Spikes lowers and Noveske upper and lowers being made. Great tour! They made me a couple custom lowers.

So many of these companies do nothing more than assemble parts.  Hell, most of us on this forum can do that.  
The haters will hate but I love my Oly and I enjoy the fact they made and assembled my rifle.
