A friend is in the middle of a flea infestation, she has 2 dogs and a nursing cat with 3 week-old kittens. Can the mother be given capstar?

Thanks. Just to clarify, though, she has 3 kittens that are a week old. It was a little ambiguous in my OP.

My advice will be to treat the dogs & mama cat with capstar, rub DE into their fur and comb out, and just do the usual environmental stuff like vacuuming, washing bedding, etc. There's not a vet within 50 miles of where she lives, otherwise I'd have her call them.

I've given half a Capstar to several nursing kittens as well... If you're not comfortable doing that, wash the kittens in blue Dawn dish soap.
