I would pick the place where you have to construct all sides. Closer to the house for you, easier to run electricity, and building the extra sides wouldn't be that much more work. If they are digging, though, I would suggest either doing a concrete slab floor or seating the fencing down in the ground about 3 feet. This would prevent them from digging out.

how about you make the dogs their own 'sandbox'...a place maybe 6 ft  x 6 ft where they are allowed to dig.

The bigger the better.  It's all up to how big you're willing to go.

The bigger the better.  It's all up to how big you're willing to go.

Basically this. Though dogs don't tend to use a lot of room when idle, when the get to playing, they can chase each other all over the place.

That's all a training thing. Just as you taught them where to relieve themselves and where not to, you can do that with the digging too.
