Drilling technique is much more important than the bit. Use a drill press whenever possible. When using a hand drill it is crucial to keep it pointed straight and to maintain the correct speed for the bit/material.
Bits come in two configurations these days--too cheap and too expensive. Any USA-made "good" bit is going to be pricey. The cheap ones are garbage, but ironically will work for what you describe--if you don't torque them sideways, as ALL of them will break if you do that. Small ones break much easier than larger ones, but all are very hard, and hard means brittle.
What I've done is bought every old bit I can find at yard sales and Ebay and Craigslist. I also bought a Drill Doctor 500 on CL, and then learned how to properly sharpen them. Now I have hundreds of good quality USA-made bits, and have every size covered. I even bought a nice Huot cabinet to keep them in--reasonable on Ebay.
