I've largely given up worrying about considerations like that.  I once asked if there were ANY governments on Earth that were NOT either communist or socialist, no one could think of any.

If you think there is a socialist vibe I the movie, you'd be missing the point - the tyrannical vibe of The Capital.

Pro socialism?

The Capitol owns everything is an all powerful centralized government that has oppressed people for over 75 years forcing their children to battle to the death.  If you speak of a certain district helping the other lead the fight against the Capitol it is made plain that their socialist tendencies in the book aren't that great either.
